Not sure when that will kick off, as I don't know how long this beta is planned to go on for, but at least we know all WAR subs will get in at some point...
(update) Further confirmation can be found on the herald. It sounds like you'll need to do an application for the beta still at https://wrathofheroes.warhammeronline.com/ but you should get in automatically in the near future.
